St. Petersburg , November 22 [1777]. In order to cover the expenses of the war without overloading the people, our Sovereign has decided to economize; and in consequence, she has ordered the suspension, until further notice, of the construction of buildings at the Crown's expense. Also, the expedition to Kamchatka has been suspended, the ships that had been readied for the expedition already having been disarmed and unloaded.
